1. What is recruiting?
Recruiting is any attempt to lure or entice a player to play on another GYSA team or at another GYSA association other than where he is already registered.
2. May I recruit a non-registered player or a player who has moved into my area?
Non-registered players and players who have moved from other states may be recruited at any time.
3. What is considered advertising and when may my association or team advertise?
Advertising is marketing your association, team, camp, tournament, tryout, or event through the public media, newspapers, radio outlets, mass mailings, etc. You may advertise at anytime. Please see GYSA Rules and Regulation Handbook for the rules delimiting and delineating the content of the actual advertisement.
4. May I advertise for players to come to my team or association?
Yes, you may advertise for registered players to come to your team but only during the times announced by the Program Chairs. You may advertise for non-registered players at anytime.
5. May I advertise tryouts?
Our association may announce the dates, times, locations, and coaches for tryouts at anytime. You may not advertise for specific registered players to come to a tryout except at the times announced by the Program Chairs. An example of an illegal advertisement would be if you advertised prior to the date set by the Program Chairs in the news media for a specific team requesting registered players to come to your tryout.
6. What is considered direct contact and may my team or association contact players regarding camps and tournaments?
Direct contact is an attempt to entice signed players to your association or team by telephone, letter, personal meetings either in public or private, any mailing directed to the parents or player not including tournaments or camps. Tournament or camp announcements are not included so long as they are not directed to one or a select few from outside your association.
7. When may I call or contact a player I would like to recruit?
The window of opportunity for direct contact of all players with the intent to recruit is from the approved and published date for recruiting until the day approved and published for signing.
8. How may I contact or encourage this player to come to my association?
During this window of time that recruiting is allowed coaches may advertise, send letters, phone, or meet with a prospective player and any player may train, guest play within the rule for tournament guest play, play a friendly, or attend a camp at any association up to but not including the approved and published signing day.
9. May I recruit a player outside of the dates set by the Program Chairs?
Once a player has signed with a team no person may directly or indirectly induce or attempt to induce that player to leave his team without 14 days prior written notice to the player’s coach. If a coach wishes to recruit the player within the seasonal year then he may send a notice by registered mail to the player’s coach of record informing him that in fourteen days from receipt the recruiting coach will contact the player. Once the recruiting coach has had the opportunity to contact and recruit the player initially and has received an answer from the player or player’s parents then the recruiting coach may not recruit or contact the player a second time without again notifying the coach of record
10. If a player wishes to leave my team are there provisions for him to do so?
If a player wishes to seek another playing venue he must notify his current coach in writing that he will contact other teams or associations but must wait a fourteen-day period before initiating the contact. If the player succeeds in finding another playing venue he then must seek a transfer request at a cost of Five Dollars ($5.00). It is incumbent upon the State Registrar to either approve or deny the transfer depending upon the facts and circumstances surrounding the request.
11. What is illegal recruiting?
Illegal recruiting is an attempt in any manner to get a player to play for your team outside the time prescribed for legal recruiting, contacting the player for guest play without notification of the coach of record, contacting player without prior notification of the coach of record and/or not waiting the two week prescribed limit prior to contact with the player, and advertising for registered players outside the time prescribed for legal recruiting.
12. Who may be held responsible for illegal recruiting?
Sanctions may be imposed on coaches, players, players’ family, teams, and associations if illegal recruiting is found to have occurred.
13. What are the sanctions for illegal recruiting?
The Ethics & Grievance Committee has it within its power to issue sanctions including but not necessarily limited to a warning, coach suspension, tournament play restrictions, team advancement restrictions, coach dismissal and team suspension.
14. What is to keep players from making wholesale changes?
There are at least several reasons players will not make a great number of changes to other teams. First, if Coach A decides to recruit Coach B’s best player during the season then Coach A should be ready for Coach B to recruit in turn. If teams wish to remain eligible for the Snickers State Cup then only five transfers are allowed. Any more transfers than this then – no cup play. Ultimately, the State Registrar controls the process where there is a disputed transfer request. The State Registrar has the authority to deny transfers that might endanger a team’s participation by losing too many players thus ensuring the team’s continued participation.
15. What is the roster form or sheet and what is its purpose?
The roster sheet is the only approved GYSA form signed by the coach and players’ parents designating the acceptance by the player of a team spot and the coach’s acceptance of the player on the team. The roster sheet may not be signed until the day published and announced by the Select Program Chairs.
16. I have a player and parents who will not be in town on the day prescribed for the roster sheet to be signed. May they sign the sheet prior to the appointed day?
No, according to the rules the roster sheet must be signed on or after the date approved and published for players to commit to their select team. However, there is an opportunity for the parents to sign the sheet upon their return prior to sending the sheet to the state office.
17. As a coach I fear that the players that I have chosen for my team will not all show up and sign the roster form and go elsewhere to play. May I offer more spots for players than I intend to eventually sign to ensure I have a full team?
There is nothing specific in the rules that would preclude you from offering more spots to players than you intend to sign. However, it could be considered lack of integrity on the coaches’ part and parents and players would have the right to bring this matter before the Ethics and Grievance Committee to see if this conduct could be sanctioned. Also, be forewarned that if a coach gets a reputation for this activity parents and players may be reluctant to come to your team or association in the future.
18. To what degree and how may I attempt to bind players to my team prior the signing day?
Coaches may ask for and players may give a ‘verbal commitment’. If a coach is going to ask for verbal commitments parents and players need to be informed of the importance and ramifications on the first day of tryouts. First, that the commitment is non-binding on the player. However, if a coach asks for the commitment and the player gives the commitment then the coach may be limited in the number of other players he may ask to fill his roster. It must be emphasized to the players and parents not to give the commitment unless they are absolutely sure they will play for this team and this association.
19. May I hand out registration materials during tryouts?
Yes, it is permissible to hand out registration forms prior to the signing day. In this way association registrars may have the players show up on signing day with the forms already filled out to expedite the registration process.
20. As a parent I want to encourage my child to tryout at different places but neighboring associations are having tryouts at the same time and the coaches are saying that if you do not come to all nights of tryouts you will not be considered for the team. Is there anything I can do?
Yes, you and your player may take advantage of the rule change allowing you to visit and train at different associations after the date set for recruiting and prior to the start of tryouts. This will at least give you an opportunity to judge the neighboring associations’ facilities, teams, and coaches and an opportunity to decide whether or not you wish to take your player there for a tryout.
